Pretty cool that your dad lived in Quebec City and riding the carriages for tourists, I would say it is an interesting choice of a winter getaway, winters over there are well, very wintery... but that being said it is definitely a magical winter wonderland especially on Petit Champlain street and Place Royale... I was lucky enough to be raised on the south shore of Quebec City... still go over there every chance I get to visit family and friends.
